Peking, July 22, 1909. I BEG to refer to the concluding paragraph of my telegram No. 109 of the 17th ultimo.
I am told by Messrs. Paulings' representative in Peking that, in consequence of an interview which he has had with my Japanese colleague, he does not expect the construction of the Chinchow-Taonan-fu Railway to meet with any serious opposition on the part of the Japanese Government.
